Scrappage deals. Ford/Citroen suitability...

My sister and her partner live in London, within the ULEZ, and have been bombarded with notices about said ULEZ and charges for non-compliant vehicles. This could be a pita since he is a builder and his van is already on last knocking.
The plan is to make use of the scrappage scheme and get a dual purpose vehicle, so therefore an SUV, which can hold a removable box of builder's crap during the week and double as a car for the weekend.
Her initial idea was to get a Juke (no accounting for taste!) but I suspect that could be a little small. I was thinking that a Ford Escape or possibly a DS5 for a nice place to be at weekends as well as providing good lugging capacity during the week. As far as I'm aware there'll be no work on new-build estates (so little/no *NEED* for 4wd) and scrappage for both brands seems quite generous.
Any thoughts/suggestions?
