E10 petrol on its way!

Apparently our government is considering 10% ethanol for petrol. My understanding is there are two issues:
Plastic and rubber in the fuel line may perish
Fuel absorbs more water from the atmosphere in tanks in the car or petrol station and can cause catastrophic failure without warning (as highlighted by Watchdog).
Has anyone come across this issue.
