What is going on here then? Why would they need to deploy the army?

Probably for the same reason midwives in Suffolk have been asked what provisions they have for childcare should the schools close.
And some registered nurses in Essex who aren't currently in frontline roles are being asked if they're prepared to go back on the wards.

All simply sensible planning, should the situation escalate
