Normally the alarm module controls the door locks via the Central locking relay. As your indicators are flashing it proves that at least some of the alarm module is working.

Without looking more closely at the alarm module and or CL relay it is impossible to say which is at fault. The alarm module sends out pulses to the CL relay that converts them into more meaty pulses to operate the door locks. Early cars I believe had a different CL relay to the later cars, there is some information in the Steve Heath bible.

Hazards flashing that long suggest the Alarm has been activated.
What model alarm is it, maybe look at trying a re sync on the controllers first.

Had a similar experience with my chimaera recently, I pulled the alarm fuse, gave it a clean and all was well.

Maybe it just needs a reset?
