Weber 45DCOE emulsion tube jb welded...why ?

So im in the process of servicing a barn find peugeot 205 gti 1.9. The lil beast has a couple of weber dcoe 45’s on her. Ive cleaned and started to reassemble one of them and all of a sudden i noticed the area to the emulsion tube has been blocked off with jb weld !!!!? Why the fk has someone done this...will it even run ? The car has a turbo conversion so unless for some reason its related to this...?
