Barclays Mandate Change Delays?

I've recently become the treasurer of our local Village Hall. We bank with Barclays. I don't have any other relationship with them.
The outgoing treasurer claimed some weeks ago that Barclays had told him that mandates could not be updated at the moment (i.e. signatories changed) due to something odd from their auditors. Not just ours, but all mandate changes were apparently on hold.
This does sound a little strange to me. Rather than sit in a 5-hour queue for Barclays business helpline, I wondered if anyone else here had encountered the same problem?
