Yep mine does this from time to time. Basically seems like you set the heater to a certain temparature which should move the "mixer flap", but the flap can't quite settle and decide where you want it. I usually find that moving the heater knob a tad settles it down.

Does it have power steering?
If so, is the noise constant?
Mine has always made a noise from the passenger foot well, that I have described as swishing, but 'tape rewinding' could be the same.
Have not discovered what it is, but have never had a problem, so accept it as one of those 'it's a TVR, so is acceptable'.

Knowing TVR and the fact that every Griff seems to have a totally different battery and fuse box configuration you cannot rule out 100% the fact that there may well be a cassette player being used in some capacity down there and your diagnosis could be spot on.
