hard brake pedal - vacuum issues?

So before I pulled the engine the brake pedal was hard and applied little force.
Curious to know areas to look at. My #1 thinking is the vacuum hose isn't doing its job.
If so, how do you check it? Does it feed through bulkhead and connect up to the hose system that goes to the air box? Are the connections prone to leaking.

sadly a little way off the engine going back in with manifolds. Just about to rebuild the oil/water pump, then it's on to the engine block.
I don't see a vac hose coming out from anywhere near the pedal box/brake servo. Does it exit near the steering universal joint, is it similar to the thin vacuum hose used elsewhere in the engine bay?

The hose connects to the ITB for cylinder #7
