I'm more inclined to think they're fisheyes caused by improper cleaning of the surface before painting.
Common with GRP due to the mould release agent used when the part is made - I do a lot of caravan repairs & on newer caravans ( as in not aged much) this can be a PITA even after thorough cleaning & an anti silicone additive may be required.
I would suggest sand smooth & refinish
