Challenging PCN

Hi All,
My dad got a PCN for blocking someones driveway, the PCN image can be seen below:
I personally think this is ridiculous and have challenged it which they rejected, the reason they cite for this is they have proof he was blocking the driveway considerably. Their proof is this other PCN image taken at an angle:
So I am now planning on making a representation for him against this.
Are they correct in serving a PCN or is it actually ridiculous as I think it is?

It was definitely a case of the owner complaining, but it wasnt/doesn't block visibility when exiting the driveway.
Not that it makes a difference but the owner at the property in question is an utter tool. Can't park and his car is always sticking at least 2ft out into the road at an angle.

Your post makes me think there's a lot more going on than we're being told.

My dad isn't very computer literate, but I commend your contribution to the thread. Very helpful.Seems like the consensus is my dad was in the wrong, which is what I was after (others views) but great to see the PH detectives all coming out.
Lastly I will say, the individual who reported it in my opinion is a tool for his parking. I don't think its great sticking out into the road so much at an angle on a daily basis. I don't know who they are, male or female etc. It was my opinion. End of.

You could always consider complaining about the obstruction to the pavement by the other car but starting a war over trivia often doesn't end well.
