Surely this wouldn't be allowed?

I mean, Asda and Sainsburys got shut down last year so i can't think this would be approved.

Why not?

makes perfect sense if you look at quad play and MNO build.

Not withstanding 3 O2 merger was called off.

BT and EE did something similar, that went through, not sure if there was a difference?

I don't see the problem. VM have been renting mobile data networks for years. Makes sense for them to finally own one.

Fair do's.

Only that there will be less competition going forward.

Mind you, i think many mobile providers are near enough level with contact costs these days anyway.

You are correct about competition if you look at the network provider, however, the phone you select has more impact as to which apps, what you use it for and choice, the operators are becoming more of a simple bearer provider than controller now, as it moves to eSIM, maybe even less so.

The cost part is being dealt with by open RAN and shared infrastructure.
