Yes.
Exchange Server 2003 already has an SMTP service as part of it. All you need now is to configure up the POP3 service (comes with Exchange) and you are away.
Things to note:
Make sure you secure your server to avoid becoming an "open relay". If your remote device has a fixed IP address you can elect only to accept remote mail for onward delivery from that IP. If it uses DHCP you might need to configure your SMTP server to require authentication via username and password.
I've done this myself so I can send SMTP and recieve POP3 mail on my Sony P900 to "don.mobile@nosuchdomain.com". Very handy.
