Indycar is basically a spec series bar the engines, isn't it? Would Ferrari be interested in that? They might be able to produce a competitive engine (although I wouldn't bet on it with the engine regs having been stable for a good few years), but other than that the only value-add they'd have would be running the team which, how can I put this, isn't exactly their forte. 

I can see the logic, it might be cheaper to transfer staff to a new project in another series even if that new venture isn't very successful. And of course, from a marketing point of view simply making the announcement would attract media interest overnight.
Lots of reasons why it might not work out well but not necessarily reasons why it isn't still a good option when the alternative is to simply lay off staff.
