Speeding ticket?

ok i got my first ticket the other week and i'm confused by it.. i'm not sure when i have to pay by it says "you must pay within 28 days" 28 days from when? when it was issued? when i provided the producer? does it count non working days (as they only accept postal methods)

And lastly is there anyway to postpone the pay date? :( without going into the rights and wrongs of speeding I know i was naughty the end, but this month I had to tax the car, i lost my house and had to move and for a week had do do stupid number of miles to find a new place and get to work, oh and the day i moved i got 2 punctures and had to buy 2 new tyres, pretty unlucky... anyway this has resulted in me now being £40 short to pay the fine and i'm a little worried i could go to court over this :-/ (at which date i would have been paid by!!)
Is there anyway to put it off until my pay day which is end of the month, or will I get the £30 late charge and be given 14 days extra or something OR will it go straight to court.

One way I know to get the money is ask my mum but that involves me telling her i got caught speeding and I think the number of "I told you sos" etc would be worse than facing a court O_O

they are generally so desperate for their 60 clams, if you send it off after 3 weeks say, and omit to full it out in its entirety they would no doubt send you another to fill in, perhaps allowing you to get to payday to pay it?
