A new one on me, I know it is hard to sack people in France but making them so bored they quit instead, really.

My old old boss didn't like paying redundancy so he used to make staff miserable if he wanted them gone. One chap was made to keep the lawn tidy etc when he had a desk job!

I experienced this at my last place.

Management fell out with my manager and the whole team were 'blacklisted', meaning consultants were brought in to do the work we were employed to do, meanwhile we could spend 7 hours a day on the internet...

It took them 3 years to find the opportunity to 'restructure', at which point the new job specs were unattainable by those they didn't like, so conveniently redundancy was the only way ahead...
