I need advice, and who better to ask than the PH playmates?
My neighbour washes his 3 cars 3 times a week with a pressure washer set to super-duper sudsiness with extra foam setting. As a result the street looks like the aftermath of a plane crash:

You can see the depth of foam he's standing in.
Now this picture is taken from my drive - you can see the front end of the TVR on the right (with the bonnet up). The foam runs down the street and then spreads along the front of my drive before eventually draining off to a gully to the left of the photo behind the bush. I don't have any choice but to drive (or walk) through this shit if I'm going in or out.
In the winter he still washes his cars then leaves that mess to freeze. He's at the top of the hill so drives away (although there is a separate amusing story about that, but I won't go into it here). The rest of us at the bottom can't get out if it's turned to ice.
My thoughts so far are to get hold of an out-of-date foam fire extinguisher and empty it along his drive while his cars are in it. Unfortunately I don't really want to start a battle because nobody else in the street seems to be bothered.
Maybe it's just me...
So what would you do - a prize for the best / most humorous suggestion (prize is a bottle of vintage 20-year-old Um Bongo that I've laid up in the cellar for my daughter's wedding but she's only 15 so I might as well use it for something useful.)

obviously no drought restrictions in your area.
but, what you could do is draft a mock letter from the water board, expressing concerns over water wastage.
Include a sentence to ask residents to be vigilant about water wastage and include the water board number.

Maybe you could ask him to rinse down the street after?
Perhaps you could mention that he's wasting money on Car Wash detergent that is doing his car no good but IS pouring down the street?
TBH its fair play to wash your car - but its also a good idea to get on with the neighbours and matey with the pressure washer could *easily* do a rinse down and avoid weeing people off.
...the question of it freezing in winter and causing a hazard though...if he actually DOES cause a REAL hazard it might be worth pointing out that at some stage, if someone slips, where there's blame there's a claim and he could be up shit creek...
