x5 E70 tailgate issue

Hi....wondering if anyone can help with a fault on my X5.
Basically, the power tailgate has stopped working properly. It doesn't work at all when the engine is off. If the engine is running, the tailgate will open using the button on the dash. But it doesn't work otherwise.
Probably a control module or microswitch problem?....any thoughts on how to fix/cost of fixing?
