Double parking

Interested in what action a Trafpol would take in this situation. The othr day I came across a private hire double parked ,both windows open and obvious conversation taking place. Road was a normal two lane road, with limited visibility ahead. Ahead of the stopped PH, was a road with no visibility to the left, and to the right a road with limited visibility. Ahead, limited visibility, but I'd have to cross into the other side of road to pass the stopped PH. On my side ,an incline ,and the incline changed past the stopped vehicle reducing the visibility line.

I''m guessing it would depend on how busy general traffic was. if the taxi driver was creating a jam I assume Plod would tell him to shift his backside. If it's in the middle of the night I assume Plod would ignore. IANAPO

Taxi drivers are as bad as people who park on pavements. they don't give a toss where they stop or who they inconvenience.

p.s. Was he technically "parked" or just "stopped"?
