Crossing the central reservation...

Got stuck in last night's horror-jam in West London - the A40 was blocked, so the North Circular up from Chiswick was solid...causing the A4 and M4 Eastbound to snarl...
Now the A4 leading East in to Chiswick roundabout has a very low kerb on to the central reservation and is mountable by most cars. At this point there is no other barrier accept a low pavement between the pillars of the M4 above. I've seen plenty of people escape the pain of the jams by doing a U-turn across this divide.
So my question to the knowledgable PH massive is: What offence is being committed by doing this?
I have heard stories of people being pulled by the BiB - and would like this clarified...so that I can do this too if possible!!! 45 minutes to travel half a mile in a direction I don't want to go because of a stupid road system is unacceptable.
