Can someone kindly tell me how to search for people with a particular hobby (say gardening) living in a certain region of the country (say London).

Search for the hobby + location.
For example, I would search "teabagging bracknell".

Join the group of the subject you're interested in and post up something like 'Any members local to me?'

Yes the options would be to find and join a group for the specific hobby and post to ask if there is anyone in your area, and/or to join a local area/neighbourhood group and post to ask if anyone in the area enjoys said hobby!

Got a Drone a few months ago and dived into a few groups that I thought would be of benefit. My word what a world of nerdness!! Five groups have since been whittled to two!
