Dual sim with one providing permanent WiFi hotspot

I have my own phone plus a work one. The work one provides the internet/WiFi in the office with a permanently-on Hotspot (no landline in the office). It comes with me when I'm out and is also an active number so the little MiFi boxes no use. It's only me in the office other than start/end of days, but the staff use the hotspot for downloading podcasts and whatever.

If I was to put my own sim and a work sim in a dual sim phone, could the work sim still provide this full-time hotspot? I'd otherwise be switching between them and my own number is considerably more active for call etc.

Only one SIM at a time can be active for data & you select which it is.

Just buy a cheap second hand phone & leave that in the office as the hot spot?
