I'm sure if the said 'worker' was photographing you then upon receipt of the result be assured that a police armed response unit will be on your doorstep any time, in fact don't be surprised to find a police helicopter overhead at the same time. As if Plod has not got better things to do & in any case I suspect 'worker' was just bored & playing with his .....

I'm not sure who you were aiming your 'bizarre comments' at but red/amber does not mean stop. So for the benefit of people who did manage to pass their test without knowing the phases of traffic lights, it goes like this :--
RED. Stop, unless instructed otherwise by a police officer
RED/AMBER. Get ready to move off (check mirrors, blind spots, select gear) do not move off until light goes green.
If approaching red/amber (as above) then slow down until they turn green.
GREEN. Go, if it is safe to do so.
AMBER. Stop, if it is safe to do so (No emergency stops!)
Rinse and repeat - hope that helps.

but that combination doesn’t mean anything other than stop (at the point the light is controlling). The lights and the regulations don’t care if you are already stopped or approaching, and the Highway Code doesn’t see fit to make this distinction either.I imagine it would be very easy to tie yourself up in knots on a commentary drive with your argument....

I have done plenty of commentary driving and I've never tied myself up in knots. I would no more tell someone to stop when they were already stopped than I would tell someone to go if they were already going!!

The highway code puts in a simple form, I am applying it to real life!
I do agree obviously that you should not cross the line if the lights are red/amber. However If you are looking where you are going and planning ahead you will NEVER have to STOP (i.e. the act of applying brakes and coming to a standstill) during the short time the lights are on red/amber.
Although you should remain stopped if you have already come to a stop when they were red

I would suggest that if he saw the red light, then he actually went through on red.
Depends how you interpret it, you nay be right but I would take red-amber or amber-red to both mean the same i.e. both lights were on at the same timeI would suggest that if he saw the red light, then he actually went through on red.
