The US have seized oil being shipped from Iran to Venezuela, in contravention of US sanctions.

How does the US sanctions bit work? I get that the US can refuse to deal with a country, and refuse to let US companies deal with companies or even countries that deal with that country. But how does it work beyond that?

I thought UN sanctions on Iran didn't include oil? In which case does the US seizing this cargo basically amount to piracy, or is there some international legal basis for it?
