Yes, it was totally a joke. Bernie is a smart MoFo, and realises the huge marketing potential of a woman driver in F1. And an American woman at that.
Unfortunately, the quotes don't put into context HOW he said it and THE WAY in which he said it. The US press seem to be getting good mileage out of though, you'd think they might be more worried about Iraq...

I saw a picture of her during the Indy coverage. It appears that not only can she drive but she is also somewhat photogenic. Couple this with a tight race suit and she'd be quite the asset to F1 if she was interested.

It's all context. If you tell that joke or say what Bernie said in a pub among friends, no big deal, it's funny.
If the boss of a major motorsports organization says it to the media, it's classless.
If he then repeats it to a woman driver over the phone, that's beyond classless.
In one context it's funny, in the other it's very dismissive to someone who has worked damn hard to get where she is.
It's a little thing called tact, and clearly Bernie doesn't know the time or the place.

Yeah, maybe. Depends on what she was saying on the other end of the phone and if they are enjoying a laugh together or not.
In any case. The girl almost certainly has a bright future. She appears to have genuine talent coupled with being very photogenic. I can't imagine a more powerful combination...good luck to her. Her racing career will be utterly dependent on her talents. Her career in the public eye will be strongly affected by both her major assets.
I know that sounds bad. But I do actually mean her driving talent and her good looks.
