Started wondering how it was legal if effectively encouraging or helping allow paternity fraud?

Some sort of novelty/comedic protection?

Mainly constructed like it's explicitly designed as a business to facilitate a man thinking he's the biological father.

At the bottom of the order form it does state: By ordering, I agree to the Terms & Conditions and understand that this service must not be used in connection with any illegal activities, legal & court proceedings. Our tests are for novelty purposes only.

Seems that's enough to protect the company as it's live and trading, but the rest of the site has such sentences like:

If your partner contacts the real company, our team will confirm the DNA test results. We are sure they will believe you!

In order to make your DNA test as realistic as possible, we recommend that you collect DNA samples from the child and alleged father.

Our Fake DNA Test Results come from our real DNA Test company. Your partner will not suspect a thing!

A lot of people are completely devoid of ethics. There's no contact information for the company and I'd be willing to bet they're based in a jurisdiction that makes it difficult to go after them. Utter scumbags.

Surely if you’re at this stage of proof you’d be ordering your own tests and not relying on the other parties evidence?

For DNA tests to be used for legal reasons and maintenance etc the tests need to be carried out in the presence of witnesses from a list of accredited companies.

To you and the poster above - some people are gullible enough to believe this and wouldn't challenge it. This sort of product preys on these kind of people.
