Interesting, appears that driver was let off because they incorrectly filled the form that identifies the driver and managed to get around the punishment of not identifying the driver...
Sounds like it's a known thing?
Hopefully we don't need to comment on the cycling or the driving in the video as that's not what's interesting...

It’s a long standing “thing”.
Called going unsigned.
You receive a NIP and complete it all but you don’t sign it.
Then for the next 6 months the police will write to you and then visit you to try and get you to sign it. Of course you make sure you are “out” when they arrive to ask you to do this.
You will then receive a summons.
You will then even maybe attend the diet hearing where you plead not guilty as you have , technically , provided them all the details on the unsigned NIP, there is no law or indeed case law in Scotland stating you need to sign it.
Then the case collapses usually the day of the trial. All along the PF is hoping you fold and admit to the offence.
Why the PF won’t test a case is unknown, but that’s the way it is.
