I called it a few days ago.
There’s a very obvious pattern of HMG says X is not being considered.
24-72 hours later X is implemented

It’s either trolling the public, psychological manipulation as confused people are easy to manipulate or floating the latest imposition before implementation to make sure it doesn’t cause too much disturbance.
