Civil Enforcement parking ticket question

Morning all
My wife went to Guildford and parked in the Debanhams underground car park, bought a ticket which was properly displayed and went off to do her thing. Was gone for less than the hour she paid for but today my Mum, who was the previous owner, has contacted us to say she has received a parking ticket for failure of not making payment in accordance with terms displayed on signage.
She has paid because she no longer has the ticket as proof but has anyone else had dealings with this company?

Why post she has paid up!

I assume its NOT a civil enforcement issue as they only work for local authorities, as it was issued by a private company.

In fact its a Penalty Charge Notice, IE a speculative invoice, hoping to threaten and scare the person into paying an invoice she shouldn't have.


Quick google throws up its CEL 2015 and other people seem to get the same issue pay for hour, leave get a charge invoice claiming no payment, so you have funded further fraud.

Funded further fraud? Jog on mate it’s only a parking ticket which she now realises she should not have paid.
