I'm sure there are numerous talented people in that profession who remain affable while suffering from depression but when do undesirable traits for a particular role become a condition which could constitute discrimination against potential employee?

Behavioural or concentration issues in children are now widely attributed to a neurological condition (and of course there are many roles where traits associated with certain of these conditions are in fact desirable). Could a lack of motivation or ability which may be due to a physical or mental condition or just sheer laziness not then make it discriminatory to advertise for hard working candidates?

That's exactly what it means and there's absolutely nothing wrong with that laugh
