Friend a lemon from dealer (pt xchng). Dealer not answering

Apologies if this is something that is covered by a FAQ somewhere, I did look but could only see stuff directed at a seller.
A friend bought car from dealer (part exchange). Car has issues but dealer not answering phone.
I gather he has 14 days to get a refund in cases like this (which is nearly up now) but obviously a dealer is still duty bound to fix such issues for 3-6 months.
He has left a letter with dealer and taken pictures of said letter at the premises. Sent texts and tried to call multiple times.
Anyone have any idea of what his rights are and how he should proceed?

It's an old civic (mk8), not a 100% on all the details to be honest but the clutch is completely buggered, he's had it looked at by a few mechanics.

Yeah seemed ok at first as it is intermittent. But he has had it checked by multiple mechanics (one connected to dealer) and they all seem pretty sure the dealer is at fault.civicuk said:

I guess my question is about how to pursue legally when you cannot get hold of the guy and don't even know his full name.
