Is the list of shareholders on annual return public?

Hello,

Is anyone aware if there is any way to find the list of shareholders in a limited company?

The shareholders in question would be listed on the annual return / confirmation statement as >5% holding, but as the shareholding is not above 25% then they would not be listed as a PSC. So I just want to see on this basis if there is any way for a 3rd party to find the shareholder details.

Does anyone know if a new shareholder of less than 5% would be listed here even?
