Using Copyrighted Music in Schools

Forgive my ignorance here but what are the rules for using copyrighted music for non-commercial but publicly viewable video?
A lot of schools seem to be producing a lot of online video content for their websites these days, sometimes from pupils, sometimes promoting the school, often with music over the top.
Where do they stand on this? Can they use whatever they want since they're not earning from it or does copyright still apply?
I've no 'skin in the game' so to speak, just interested.
