Can a PayPal transaction be made with no PayPal account?

[Terminator X]

SWMBO's parents are 80 ish and had a new tap fitted today. The plumber took their card details and a few minutes later they got a message (text message albeit not 100% sure?) to say PayPal payment made for £70 which is the correct amount. Is this possible or have they got the story slightly wrong? Perhaps a PayPal business account or something? Just wary of scammers ...
