Toshiba Satellite pro laptop not charging

Running windows 7 on my laptop,only using it for car diagnostic software.It started not taking a charge and was just switching off randomly,i've just bought a new battery for it and things haven't improved.
Laptop will fire up without the battery in it with the charger connected,but when i put the battery in the laptop and the charger connected it just switches off while booting??.
New battery came with instruction to run down battery to 2%,then fully charge it(it arrived with 68% charge and laptop ran perfectly),but when it went down to 2% it just wouldn't charge?,got to 3% at one point but just ran down?
Anyone any suggestions?Thanks.
