A commercial EPC consists of two documents - the actual EPC and a Recommendation Report.

Which part am I legally obliged to give the tenant: The EPC only or the EPC and the Recommendation Report?

I wasn't aware you were legally obliged to give the tenant either, just that you had to have one that is compliant. I personally would give both if you've nothing to hide, also both the EPC and the RR are on public record www.ndepcregister.com so they will be able to find out anyway.

With hindsight, think you are right - was probably getting mixed up with residential gas safe certificates where tenants have to be given a copy.
