Just logging in to your account should be enough to avoid that fee as I read it.

Why have an account and not use it for a year? Much drama about nothing as usual.

Basically a cash grab from people who probably won't notice. Space rockets are expensive.

I have a dormant PP account; it hit some kind of money-laundering limit years ago and I couldn't be bothered to send them all the bumph they demanded. I can't use it but I'm sure they'll take £12 for it so I probably have the ironic situation of having to supply all the info so it can be opened so I can close it.

I've been trying to kill off my fathers account he only used once about 15 years ago. This gives me a bit more incentive, although as their system is so deliberately unwieldy and uncooperative I came to the conclusion the easiest way to stop the account was to kill him off.

I'd still be wary if there's a linked bank account. If they do swipe £12 it will take you 100 years to get it back.
