New car, personal reg, retention details via email only

Back in the summer the Mrs put her personal registration on retention before returning her previous vehicle at the end of its PCP.
The replacement is now in the country and the dealer has asked for the retention certificate (V778) to register the new vehicle using her personal reg.
We've realised she was never sent a V778 but instead has an email with the certificate number. Looking on-line at the DVLA site, she could use just this certificate number to transfer the reg to a vehicle that is already registered, but it implies that a dealer needs V778 or V750 to assign a registration to a new vehicle.
Does anyone (maybe a new car salesperson
) know if the dealership can use just the certificate number of do they need a physical V778/750 (that she wasn't sent)?

So, development. Having given them the certificate number, the salesperson at the dealership says:
a) “I have managed to assign the private registration number to the new car. I do not require you to sign the document yet simply because we are not registering the vehicle / handing over due to Lockdown restrictions approaching”. (All fair enough, but...)
b) “However, we do still need the signed original document when we register the car - we are required to retain it by DVLA for 2 years after registration for audit purposes. I have just checked with DVLA – they do still provide a certificate when purchasing a number or retaining a number. We will require that signed original document at point of handover please”.
Point (b) causes quite a problem as DVLA said today that it could be many weeks before they could send a certificate out due to the Covid situation. Can anyone confirm that they aren’t going to be able to hand over the car without us giving them the paper certificate at the time? Doesn’t really bother us in that we’ve got 2 cars sat doing nothing already, but now it’s actually at the dealership we wouldn’t mind having it!
