Neighbour Issue

Hi,
We have a neighbour who owns a 54 plate van, he's not an immediate neighbour but within thirty yards or so. There must be a problem with his van as when he starts it up he redlines the absoloute bo11ocks off it for about five seconds, sometimes longer. He has been doing this for months. He did it this morning and woke myself and my wife up at 5,30am
I have no problem with going over and talking to him, I'll be polite and to the point. Just generally make him aware of the issue. Wife struggles to sleep at the best of times and being woken up like this is becomming an issue. Said van owner has recently had an issue with his immediate neighbour. Neighbour had bright pink paint poured over their front door on wednesday night which in turn has gone on the paving, gate, front of the house. I'm not saying van man did it but it does make me a bit wary of approaching him. I've only spoken to him once when he parked outside my house, think I just said Hello. We've been here nearly ten years
Opinions please, I could post a note but I don't think they get taken too seriously, alot of people seem to appreciate a face to face conversation

Don't go round but a friendly happenstance meeting when you happen to be outside might go something like..
"Morning mate. How's things? Been having trouble with the van? Heard you struggling to start it the other day... I know a good bloke if you need a cheap mechanic..."
That's not confrontational, doesn't even allude to it waking you up but might give him the opportunity to ask for some advice. He might not even know that it's a bad thing to do to an engine...

Don’t waste any energy on engaging with him unless you are in a position to intimidate which let’s be honest, 99% of people capable of doing that don’t frequent car geek forums. Ignore as best you can via ear plugs or involve the council. He will get a letter (not disclosing your name) and if that has no effect they can take things further. If it’s regular early morning stuff it may well fall into the nuisance category.
