Not illegal, but if doing frequently the rider should try to rein it in a bit else they'll be saddled with a load of guilt if it causes an accident.

Legal, just the same as using one on a push bike whilst jumping red lights with no insurance and no road tax whilst not wearing a helmet and having too bright flashing lights and holding up traffic when there is a perfectly good cycle path to be using.

A horse isn’t a motor vehicle.

Mahouts are also exempt from the mobile phone legislation - applicable to driving a motor vehicle on a road.

I was walking up the strip in las vegas a few years ago, two cops on horses came passed one of which was on the phone, someone shouted out to him “are you allowed to use your phone and ride” copper shouted back “it’s on auto pilot”

It wouldn't have been a total joke.

If the horse carries out the same patrol route, day after day, then it will automatically follow the same route, unless the Officer riding it tells it otherwise.

But you'd think it would Trigger some sort of penalty if the police saw it?

Especially if riding down a mane road at the time.
