MS Project Plan in office 365 - setup help

I am gradually changing to Office 365 and the latest problem I have is with MS Project.

I have bought a licence and added it to a user - me.

Now when I go to the project app and click on 'New Blank Project' it says 'Turn on Project - Looks like project isn't turned on for your organization. To use project, contact your Microsoft 365 Admin'

I am the admin and when I go into the admin app I can't find where to turn it on for the organisation. I have it already activated for the user.

So what do I need to do to use it. I have done the usually searches and come back with zilch. So any help would be very much appreciated.
