Daughter's car clocked - what to do?

My daughter has a VW polo. Bought about a year ago from a well known group. 1 year old at the time, 15,000 miles.
When I saw it after purchase, I thought that the condition didn't reflect the mileage. 4 new cheap tyres, scratches on the roof, some marks on the upholstery and lots of bluetooth connections on the phone. I thought it had been a hire car.
But her step-father was helping her on the deal, so I didn't want to rain on anybody's parade at the time.
She was booking it in for a service yesterday and the (different) VW garage told her that the mileage was significantly higher the last time that it was serviced.
I wasn't involved in the original deal, so I'm still trying to find out more details, but is there anything that can be done against the original seller after such a long period?
In my view they have knowingly passed off a hire car as a lower mileage private car. But what proof do I need?

Assuming it was a dealer.
If it was a private purchase then it's quite difficult to get anywhere after so long and without any hard proof the original private seller knew it was clocked.
