Which Code Reader / OBD II? - Golf MK4, 1999 (1.6 8v)

Can you please recommend an OBD-II reader for 1999 VW Golf Mk4.

I've used the model below but no luck! (it can not communicate with the car.)

Best ones out there are either VCDS (£££) or OBD Eleven (££)

At that sort of budget, I'd expect the Autel ones to stand a better chance of working than the no-name one linked to.
