I believe this is a balancing act- If serial rapist got same sentence as murder, this may encourage rapist to kill their victims.
To simply put "If I am getting the same time, why don't I do a bigger time" (As a matter of revenge, or to cover up.)
But nevertheless I hope them have a hard time there.

Errr a lot of rapes end in murder precisely to cover it up

I don't think it would encourage a serial rapist into murder, to be honest. It might be argued though, that someone serving a whole life order might, at some point, decide that they are going to murder a prison officer as they'd have effectively nothing to lose.

These two are total scum and I hope they have a horrible time inside. I wonder at what point (if ever) they'll come to the realisation that if they are ever released the members of the parole board which does so may not even be born yet!
