I always thought F1 should do this but just so that people could experience a lap at lap speed but in a groove like Scalextric. The groove could easily be covered for the race.

Unlikely, the suction generated under an F1 car will pull up a full sized manhole cover

Stupid question - how do they keep the manholes shut at places like Monaco? Welded? Was there not an issue with a missing manhole cover during an F1 race a few years ago?

Cheaper than the £10m per mile for "smart" motorways!

New roads cost about £10m per mile, motorways about £40m per mile. £1.5m per mile for doing the work specifically to retrofit new tech to an existing road when no other works are planned seems reasonable. The cost will probably drop if other work is planned, such as re-surfacing, at the same time.

Welded shut
According to this article here

Mr Button had an incident with a lose cover in 2016, bearing in mind the damage a one kilo spring did to Felipe Massa, you wouldnt want to contemplate what a drain cover would do!
