Is there such a thing?

We have a little Alcatel which MrsC wants to give to her father to use, it had a Tesco SIM in it but their only "PAYG" offering is in fact a thinly-disguised monthly contract, whereas 3 still offer a proper PAYG SIM, ie, you top it up when it needs topping up and the minutes/data don't expire after a month (OK, they expire after 120 days I think, but that's fine).

The phone appears to be locked to Tesco. Is there somewhere half-reputable where I can get an unlock code (and instructions) or do I have to visit one of those shady mobile phone kiosks and pay for the privilege?

£2.99 for the code emailed with instructions and money back guarantee.

Recommended site through the official Giffgaff website as one of the providers to use so must be legit.

I've had mine unlocked quite easily following OFCOM advice

I believe it's even easier these days. You send the operator that phone is locked to a message as per OFCOM and they are obliged to send you a PAC code to give to the new operator.

PAC is for moving your number between networks.

Networks are obliged to provide unlocking for locked handsets after a defined period of time (normally after the contract is up) however they also normally require that you have an active sim on their network to do so.

Much less hassle and way faster to just order one for £2.99.

Thanks everyone for the info above, I wasn't sure how dodgy some of those websites were but if PHers have used them successfully that gives me a bit more comfort.
