Apart from Tesla, what other EVs can have a tow hitch fitted?

Many others can have tow hitches fitted but have a zero-tow rating i.e. for bike racks.

I believe that they have a very limited towing capacity, though.

I think 800kg max.

Only towing a small boat so capacity doesnt need to be huge.

IPace is low at 750kg.

Etron and EQC are both 1800kg.

Model X is 2250kg and the towbar is standard fit.

Most PHEVs have decent towing capacity - Passat GTE is 1600kg and the big SUV ones like X5 2700kg and Cayenne 3500kg.
