Get a decent receipt, with a pic of his driving license. If he says no to that, then walk.

Depends really. Couple of people I know do that, more a way to try different cars than anything. They often make sod all by the time they get them right. But have contacts in the trade and enjoy doing it.
He wants the commercial vehicles, but takes the cars they have because he wants to get first refusal on the other stuff.
I have bought some great cars off him for great prices.
The thing is trade prices are obviously taking into account it may need a fair bit of money throwing at them, but often they are spot on, and if someone is happy to make a drink out of it the buyer has a proper result.
I went after a car several years ago - thought I'd asked all the right questions over the 'phone eg a specific one "how long have you owned the car" Answer "4 years".
When I got there the car numbers all checked to V5, but the address didn't. So I said "your name and address aren't on here.... his answer "oh, I don't register any of my cars" All those aren't registered.
6 cars parked outside. I declined to buy.
