Tier 4 private car purchase?

As of boxing day I'll be in Tier 4.
I need a car after selling mine previously, I order to support a vulnerable relative.
I'm struggling to understand the legislation around tier 4.
Interested to hear your interpretations? Is it allowed?
It would involve a 1h journey there, then 1h back.
I can forego a test drive or request to test drive alone, make payment via BACS and bring my own pen to sign the V5. Won't enter anyone's property etc.
Hard.to.inow if this is 'essential' as per the guidance.wording, or if it would be 'reasonable' as per the actual.law.
Rishi would be happy, I'm keeping the money flowing.

You are allowed to travel wherever and go for a drive for fun (even in T4) anyway.
Take the precautions you mention if you deem it prudent and take a “recreational” drive to the road the seller lives on (although the exceptions to essential are non-exhaustive and I’m sure that if it went that far - it wont - that it’d be deemed essential in those circumstances).

Conversely, dealers can also leave a Tier 4 area and fulfil a click-and-deliver order to a part of the country in a Tier 1 or 2 classification.
‘The guidance isn’t very clear – again because it was rushed out, something we have said many times this year – but it does say you can come out of Tier 4 area for a reasonable excuse and you can stay local,’ said Lawgistics’ Nona Bowkis.
‘You can leave Tier 4 if it’s reasonably necessary and you can buy for yourself, someone for your household or for a vulnerable person from a Tier 4 business – you can cross the borders.’

Unfortunately this is not true in Tier 4. You can only leave the house for the essential things and a drive for fun is definitely not included.
