Is this 20mph zone enforceable

A new (a few months) 20mph zone but at one end they have failed to change one of the 30 signs to 20.
There are 20 repeaters a short distance past this.
The sign has not been turned around as it is 40 on the other side.
Although it may look as if the is a side road joining from the right hand side it is just a path.
Is this 20 enforceable at any point? At the first repeater? Never?
