Parking ticket question

My step daughter used to live with us, but moved out around four years ago. She never really told the DVLA about her change of address, but it didn't really matter as she popped in regularly and picked her post up.
A while ago she picked up a parking ticket, but refuses to acknowledge it. Face Ache says that if there isn't a photo of her car the ticket isn't valid, so as far as she is concerned she doesn't have to do anything. & she wrote the car off shortly after, so no longer has to pay its outstanding bills.....
She isn't in a good place at present, and has fallen out with her Mum (&me) and therefore no longer picks up her post (even before the lock down when she would have been allowed to).
My wife has opened the latest in a series of letters from the "our county parking services". It would appear that she owes over £100 and we should expect the bailiffs to visit any day soon.
One sensible course of action is just to pay it and put it down to life and family (& add it to the huge amount of debt she already owes us but in reality will never be paid back). However, my wife feels very strongly that her daughter should grow up and take responsibility for herself and her actions.
My wife is intending to write to the parking people and simply say that this person has not lived at this address for four years.
However, by engaging with them, are they likely to engage with us further? I expect that at the very least, they will want to know her current address.
What would be the situation if we did not know the current address? This must happen a lot with people who rent rooms and move on.
If we ignore it all, as though we hadn't opened the letters and din't know, when the bailiffs turn up, what is the situation as she doesn't live here and hasn't done for some time?
Are we likely to get the step daughter into more trouble and grief as she hasn't changed her address?
While we are not currently on speaking terms with the step daughter, at the end of the day, she is still family, and we don't want to add to her problems.
Is this likely to effect the credit rating of the people who do live here. This shouldn't be an issue for me, but the step son lives here and is hoping to apply for a mortgage at some stage. He wouldn't be too impressed if the actions of his sister made that harder.

Set a royal mail forwarding up to her new address, and write back to the baliffs advising of her new address, im assuming that they should be able to match this up with the electoral register if shes on there.
I have no idea if this will work, but I am assuming that you would need to be able to prove that she doesnt live there to stop the ballifs from taking goods if its at that stage.

Is it a Council fine or one from a private parking company?
If it's the former I'd get in touch and pay, or tell them where she is so they can chase her direct.
if it's the latter personally I would still pay however, based on what i read on PH, all most of them do is send threatening letters and rarely if ever take legal action.

If they are court appointed bailiffs then you could be in a lot of bother., and that will not happen until court proceedings have taken place
and they are empowered to enter your property to collect goods that will cover the amount owed.
IF the PPC are using debt collectors. they have no standing in to either demand money nor enter you premises.( all they can say is you owe , Y pounds will you pay?) Just tell them the debt is denied by you and they should refer sack to their principal or tell them and they should chase your daughter ( if you want to put her in the mire that is) If wrong no doubt BV72 will correct
It worth having a quick word with the lads o pepipo and let them know who the PPC is, they can advise you how litigious they are and how to react

I have never been RK of any of her cars, so OK in that respect.
I definatly think we will be writing to the parking authority saying she no longer lives at this address.

Anything else will just escalate and she'll ignore it.
You'll both still worry, especially if she ends up in deeper trouble.

That’s exactly what I would have done. They can set about looking for her, and might come back up to you for her current address, but worry about it if it happens.In the meantime if you receive other correspondence for her just return to sender writing “Gone Away” on the outside
Just as an update, my wife phoned her again last night to try and explain that she couldn't just ignore it as it was not going to go away.
They landed up having a major argument. I am not sure who put the phone down on who in the end, but it didn't end well.
However, since then flowers have arrived at the house with a note to say it has now been paid.
Bloody kids! Even my grumpy teenagers are far less hassle than the supposedly adults...
